I've been following this Discussion from the start and from the get go, I thought it may be permissions. The fact that this works on WIN 2003 and not Win 2008 only confirms my suspicions. Win 2008 is much more of a permissions beast (in my experience anyhow) that Win 2003. You may want to try a utility such as Process Monitor and see if the logs give you any errors / warning re. permissions / Access Denied messages, etc.
