open 2 sessions:
first one with SU01 -> Parameters for your problem user id;
second one with SU01 -> Parameters for user id which is not in problem but has the same Roles;
find the difference in parameter ID or/and parameter value
if still no success
compare these users by Customize Local Layout (Alt+F12):
