The * at the end of the purchase requisition line in MD04 is telling you it is "fixed" and MRP cannot change that item.  That is usually for one of a few reasons:

1. It has been created manually (check creation indicator in requisition)
2. It has been created by MRP but modified by a user (Check fixed flag in requisition)
3. It might also be that you have a planning time fence in place

Either way MRP cannot remove that requisition automatically which is why it is raising the exception 20 promting you to do it.
