Budget Report not showing accounts with 0 Budget

Hi All,

Under Reports --> Financials --> Budget Reports --> Budget Report

This report is not showing accounts with 0 Budget.  How to make the Budget Report to show accounts with balance of 0 just like the P&L Statement Budget Report?

Under Reports --> Financials --> Budget Reports --> Profit and Loss Statement Budget Report

This report has the option to show accounts with balance of 0:

What does "balance" mean in "Accounts with Balance of Zero"?  Accounts with Budget Balance of 0? or Accounts with Actual Balance of 0?
